Can anyone help me understand how NYC cocktail bars are able to avoid SLA enforcement for infusions, barrel aging, cheaters, bottled cocktails etc....

I am opening a cocktail bar and i am trying to understand how NYC establishments are getting around these laws. Everything in the title is 100% illegal in new york state but somehow every cocktail program in NYC is doing them.

Dead Rabbit: Cheaters everywhere

Amaro y Amargo: Bottled/Flasked Cocktails

Everywhere: Infusions
